…….Reinforces Climate Leadership
THE Lagos State Government has recorded another milestone in its environmental sustainability agenda with the launch of the Lagos State Greenhouse Gas Registry (LGHGR), making Lagos the first sub-national government in Nigeria to establish a comprehensive greenhouse gas emissions registry.
The landmark event, held at the Central Business District, Alausa, Ikeja, attracted the Commissioner for Health, Professor Akin Abayomi, members of the State Executive Council, representatives of the Federal Ministry of Environment, development partners, TPHG Technologies, the diplomatic and business communities, academia, civil society organisations, and the media.
Speaking at the event, the General Manager of the Lagos State Environmental Protection Agency (LASEPA), Dr. Babatunde Ajayi, described the Registry as a defining milestone in Lagos State’s climate action journey and a significant step towards building a resilient, climate-smart, and low-carbon economy. He said the initiative reflects the commitment of Governor Babajide Olusola Sanwo-Olu to promoting sustainable development through innovative environmental policies.
According to Dr. Ajayi, the Registry will serve as a strategic platform for measuring, monitoring, reporting and verifying greenhouse gas emissions across key sectors of the economy.
He noted that it will strengthen evidence-based policymaking, improve transparency and accountability, support climate reporting obligations, facilitate carbon market opportunities, and enhance investor confidence in Lagos State’s climate initiatives.
He also commended TPHG Technologies for its technical partnership in developing the pioneering platform.
Delivering the keynote address, the Commissioner for Health, Professor Akin Abayomi, described the Registry as a landmark initiative that places Lagos at the forefront of climate governance and emissions accountability in Nigeria and Africa.
He observed that climate change has become a major public health and governance challenge, stressing that the Registry will provide credible emissions data to support evidence-based policies, attract climate finance, strengthen resilience, and accelerate the State’s transition to a low-carbon economy.
Speaking on the technical significance of the project, the Lead Consultant and Chief Executive Officer of TPHG Technologies, Dr. Mofoluso Fagbeja, explained that the Registry builds on the greenhouse gas inventory jointly conducted by TPHG Technologies and LASEPA in 2022, with 2019 adopted as the baseline year for emissions assessment.
He said the platform would bridge critical data gaps, particularly in the industrial sector, and provide reliable information to support climate policy, emissions management, and sustainable development.
He further disclosed that the inventory estimated about 35,000 premature deaths annually in Lagos due to poor air quality, underscoring the need for stronger emissions management and cleaner environmental practices.
In his goodwill message, the Honourable Minister of Environment, Hon. Balarabe Abbas Lawal, represented by the Federal Controller of Environment, Lagos Office, Mrs. Adenaike Olunimpe Oludunni, commended Lagos State for pioneering the Greenhouse Gas Registry. He said the initiative aligns with Nigeria’s Nationally Determined Contributions (NDCs) under the Paris Agreement and the Federal Government’s Energy Transition Plan, reaffirming the Ministry’s commitment to strengthening collaboration with Lagos State to advance climate governance, environmental sustainability, and a low-carbon future.
Also speaking, the Managing Director of Swanlux Global Investment Limited, represented by Mrs. Victoria Awe, reaffirmed the company’s commitment to environmental sustainability and responsible corporate citizenship. She described Swanlux’s support for the Registry as a demonstration of its belief that innovation, technology, and credible data are essential to tackling climate change, strengthening environmental accountability, and promoting sustainable economic development.
The Lagos Greenhouse Gas Registry is expected to provide a robust digital platform for measuring, reporting, and verifying greenhouse gas emissions across the State, while supporting climate policy implementation, improving air quality management, attracting green investments, and reinforcing Lagos State’s position as a leader in climate action and sustainable development in Nigeria.
