THE chairman of the Independent Corrupt Practices and Other Related Offences Commission, ICPC, Musa Adamu Aliyu, SAN, has called for a strategic shift in the global fight against environmental crime, arguing that wildlife trafficking must be treated as a form of organized financial crime rather than a mere conservation issue.
At the 35th Session of the Commission on Crime Prevention and Criminal Justice (CCPCJ), Aliyu emphasized that the survival of wildlife trafficking networks is fundamentally tied to the “enabling environment” created by corruption.
He noted that illicit actors rely on bribery at ports, the manipulation of customs documentation, and the abuse of export permits to move products across borders.
“Wildlife trafficking survives not simply because criminal networks are sophisticated, but because corruption creates the enabling environment through which illicit actors move products, money, documents, and influence,” Aliyu stated.
He described a complex “ecosystem of vulnerabilities” involving transportation systems, financial structures, and enforcement agencies.
In a significant policy announcement, the Chairman revealed that the ICPC has established a dedicated unit focused specifically on environmental crime investigations.
This move represents a strategic decision to accord environmental crime the same level of priority historically reserved for money laundering and terrorism financing.
He outlined that effective investigations must simultaneously target three critical areas:
The Product: The physical illicit goods.
The Money: Asset tracing and suspicious transaction analysis.
The Corruption Enablers: Identifying the officials and systems that facilitate the trade.
The Chairman stressed the importance of applying advanced analytical methodologies such as link analysis, digital evidence exploitation, and financial profiling to dismantle the criminal architecture behind wildlife shipments.
He further highlighted the success of international partnerships, specifically commending the Environmental Investigation Agency (EIA) UK for their collaborative efforts with the ICPC in strengthening institutional responses.
In his concluding remarks, Aliyu called for the urgent strengthening of corruption-risk prevention mechanisms within customs, licensing, and border institutions.
“If corruption is the lubricant of wildlife trafficking networks, then integrity, intelligence, and interagency cooperation must become the tools through which those networks are dismantled,” he declared.
