Lagos State House of Assembly has passed the Appropriation (Amendment) Bill, 2026 into law.
The Bill was passed during plenary at the Committee of Supply, following the consideration of a letter from the Governor of Lagos State, Mr. Babajide Sanwo-Olu, seeking the approval of the House for the re-ordering of priorities under the 2026 Budget.
The letter was read by the Clerk of the House, Mrs. Adenike Oshinowo, and subsequently committed by the Speaker, Rt. Hon. Mudashiru Ajayi Obasa, to the Committee on Economic Planning and Budget, chaired by Hon. Lukmon Olumoh, to report back to the House within two weeks.
Presenting the committee’s report, Hon. Olumoh explained that the current level of budget performance had made it necessary to reassess the State’s implementation strategy and adopt a more focused approach to capital investments for the remaining months of the 2026 fiscal year.
According to him, the re-ordering of priorities would accelerate project execution and improve the overall performance of capital expenditure, while responding to current demands and emerging needs across the State.
He also highlighted the proposed upward review of the State’s bond issuance from N150 billion to N200 billion to finance key infrastructure and development projects.
Among the projects captured under the re-ordering are the Phase II Blue Line Rail Project from Mile 2 to Trade Fair Station; completion, furnishing and equipping of the new Massey Street Children’s Hospital; completion of the 280-bed General Hospital, Ojo; construction of the Ketu-Ejinrin Psychiatric Hospital; completion of the Omu Creek project; purchase of housing units; provision of drainage systems across the State; environmental, sanitation and maintenance programmes along the Coastal Road; re-fleeting of operational vehicles for waste and traffic management; waste management and landfill infrastructure; provision of security and emergency equipment; and the Zero Tolerance for Potholes initiative, among others.
Contributing to the debate, Hon. Aro Moshood emphasised the importance of effective legislative oversight, noting that the laws enacted by the House must be followed by proper monitoring of their implementation.
He urged his colleagues to discharge their oversight responsibilities diligently, stressing that the Executive must comply with the provisions of the newly passed amendment law and ensure that funds are applied strictly to the approved priorities.
Following the consideration and adoption of the committee’s report, the House passed the Appropriation (Amendment) Bill, 2026 into law.
The Speaker, Rt. Hon. (Dr.) Mudashiru Ajayi Obasa, thereafter directed the Clerk, Mrs. Adenike Oshinowo, to forward a clean copy of the Bill to the Governor, Mr. Babajide Sanwo-Olu, for his assent.
