EFCC presents key witness in alleged 25.3m litres PMS theft case 


The {Economic} and {Financial} Crimes Fee (EFCC) has  introduced its second prosecution witness (PW2) within the trial of MT Ostria, its captain, and Raymondo A. , Panaligam, Chief Officer Roneno Villarin and Vincent Wayas, over the alleged theft of 25,354,000 litres of Premium Motor Spirit (PMS) belonging to NNPC Retail Restricted.

The case is earlier than Justice Mojisola Dada on the Particular Offences Courtroom, sitting in Ikeja, Lagos.
The defendants, MT Ostria, Captain Raymundo A. Panaligam, Chief Officer Roneno Villarin, and Vincent Wayas, have been arraigned on October 29, 2025, on costs of conspiracy and stealing underneath Lagos state regulation.

Testifying, the NNPC consultant acknowledged that considerations arose when D. Torros Delivery Restricted, the receiving terminal, suspended discharge operations as a result of discrepancies between the vessel’s discharge figures and the terminals obtained portions.
